Commissioner Barkman moved to come out of Executive Session at 6:18 p.m. Seconded by Commissioner Cramer. The vote was unanimous

There were no members of the public present
11. Minutes Approval for 1/9/07 and 1/23/07 meetings
Approval of the minutes of 1/9/07 was tabled. Commissioner Cramer moved to approve the minutes of 1/23/07 as submitted. Seconded by Commissioner Barkman. The vote was unanimous.
111. Old Business
1. Minutes action item review
a. The introductory letter to Boards/Commissioners was mailed. Copies will be e- mailed for the Commissioners’ files.
b. The revised by-laws are to be recorded with the Town Clerk. Mr. Sibley will discuss administrative duties and options with Jan Andras.
c. Commissioner Cramer advised that The Bee rejected the article on the grounds that the contents had already been covered. Mr. Sibley suggested approaching the Danbury News Times for insertion in their Local Section.
2. Commerce Road Economic Development/Open Space Discussion
Commissioner Hovious met with Mr. Hopper of the Economic Development Committee (EDC). They plan to hold special meetings on the first Tuesday of every month. It was suggested that members attend as members of the public not as representatives of the Conservation Commission. There are a lot of State and Federal agencies involved, including the Army Corp. of Engineers. Hovious distributed a draft Criteria for editing. Once finalized it should be distributed to the EDC and P&Z. Commissioner Kaley will attend the meeting and report back to
the Commission.
3, Commission interaction with ROOTs for Newtown
After a brief discussion Commissioner Barkman made a motion that the Commission not be formally involved with ROOTs. Seconded by Commissioner Cramer. The vote was unanimous.
4. Views of Newtown – status update
Commissioner Kaley will suggest to P&Z that the 1998 document should be updated. A draft would be distributed before finalizing. The public would be asked for suggested sites for insertion.
5. Update on draft property transfer procedure work process
Mr. Sibley noted that there is a program with the Tax Collector advising property owners who wish to walk away from their property. (GF note: Needs to be clarified … perhaps adding: “on how they can do so at minimum or no cost.”)
1V. New Business
New Brook Subdivision
The Commission discussed the revised application for the New Brook Subdivision. P&Z want comments by March 12, 2007. The Commission had difficulty with the proposed open space. It was suggested that regulations are changed addressing drainage structures or slopes
Commissioner Cramer made a motion to add discussion on Twist Hill subdivision to the agenda. Seconded by Commissioner Barkman. The vote was unanimous.
Mr. Sibley explained the application. Commissioner Hovious will draft comments will be forwarded to P&Z.
Orientation needs for new Commissioners:
Mr. Sibley offered a workshop to the whole Commission. Commissioner Kaley will be given all available information and orientation, including how to read maps.
Dates of upcoming meetings will be distributed.
Commissioner Barkman made a motion to adjourn. The motion was seconded by Commissioner Cramer and unanimously carried.
